Construction Cost Estimates for Development Applications and Council Submissions

If you’re lodging a development application (DA), your council may ask for a professionally prepared construction cost estimate. The certified report sets out the estimated value of works, which councils use to calculate infrastructure contributions, often under Section 7.12 of the Environmental Planning and Assessment Act.

We deliver council-compliant construction valuations that are professionally prepared, easy to interpret, and aligned with your DA submission requirements. Whether you’re submitting a small residential DA or managing a large-scale mixed-use development, we’ll ensure your report meets the expectations of your local planning authority

What Is a Construction Cost Estimate?

A construction cost estimate, also called an EDC report, council cost report or Section 7.12 cost estimate, is a formal document in which an AIQS-certified quantity surveyor sets out the estimated development cost of your project. It is based on detailed design documentation, current building rates and industry benchmarks.

Councils use these reports to determine applicable levies under their development contributions plan. Depending on the project’s scale, councils may ask for a council cost summary report for smaller developments, a detailed cost report for larger ones, or a certified construction cost estimate as part of your DA documentation.

We tailor every report to the guidelines issued by your local council and the NSW Planning Portal. That way your submission meets the format your council expects from the start.

When Do You Need a Council Cost Estimate?

A construction valuation is typically required once your development passes a set value, and that threshold varies between councils. You’ll likely need one for:

  • Residential builds, duplexes, and major renovations
  • Commercial or mixed-use developments
  • Apartment buildings and townhouses
  • Industrial facilities, warehouses, and retail spaces
  • Childcare centres, education buildings, and aged care homes

Our reports are prepared for NSW councils, from the City of Sydney to regional NSW. Each one follows the standards your council sets for cost reporting.

What’s Included in Our Reports?

Every project cost summary we prepare includes a line-by-line breakdown of building costs, priced at current market rates and structured to meet council levy calculation requirements. It sets out the full estimated development cost of your project, with optional supporting schedules for planning consultants, architects or builders.

Whether your council requires a template-compliant summary or a more detailed cost planning report, we have the expertise to deliver it quickly and correctly. If you plan to claim capital works deductions later, we also document all structural elements from the outset to make tax reporting easier.

Construction Cost Estimate FAQs

Who can prepare a construction cost estimate for the council?

A registered quantity surveyor must complete your estimate. Most councils require a certified report from an independent cost professional, rather than your architect, builder or project manager.

What information do you need to get started?

We typically need your DA drawings, specifications or materials list, project address, council area, and estimated construction start date. If you're unsure what to provide, we’ll guide you step by step.

Can I reuse my cost estimate if my DA is delayed?

Most councils require cost estimates to reflect current market conditions, so a long delay may mean the estimate needs updating. ACP offers discounted updates when that happens.

Will this report affect my council contribution fees?

Your infrastructure levy is based directly on the estimated development cost (EDC) in your report. An accurate, certified estimate means you don't overpay or under-declare, which can trigger delays.

Do you service all councils?

We prepare reports for councils across NSW, from metropolitan Sydney to regional areas. Every report follows your council's format and the NSW Planning Portal requirements.
